About Stephen

Stephen Bali MP is the State Member for Blacktown and was first elected in 2017. In 2023 Stephen was elevated to the position of Parliamentary Secretary for Planning and Public Spaces as part of the Minns’ Labor Government.
Stephen is a lifelong resident of Doonside spanning three generations.
Stephen’s professional career prior to Parliament included accounting, business consulting, accounting academic, and union official.
Community service has always been an important part of his life and was inspired by his parents Eva and Charlie with their extensive community participation.
Stephen has volunteered for many organisations such Red Cross, Clean-Up Australia Day, Relay for Life and Blacktown City Lions as well as serve on executive committee Blacktown Migrant Resources Centre (now SydWest Multicultural Services) and Blacktown Business Advisory Centre (BASI). Currently he is the Chair of Blacktown and Mt Druitt Hospitals charity, Better Foundation.
Even prior to his election to Parliament, Stephen has always strived to put his community first – serving as a Blacktown City Councillor between 2004 to 2019; including as Deputy Mayor 2009-10 and Mayor from 2014-19.
Stephen Bali has been responsible for driving the modern transformational change across Blacktown City including:
- Planning and establishment of health recovery and performance centre (located in Blacktown International Sports Park BISP); Blacktown CBD redevelopment; Animal Rehoming Centre.
- Introduced trade and civic missions to South Korea and India creating linkages for businesses, sport and education
- Introduced defibrillators into every sporting facility across Blacktown City
- Changed Council’s animal welfare method at its pounds to greatly reduce euthanasia rates by working with community organisations regarding fostering and adoption
- Led the campaign and successfully saw the establishment of Australian Catholic University in Blacktown which is the only university offering multi-faculty degrees
- Establishment of Western Sydney Wanderers Football Club to have their centre of excellence at BISP
- Successfully lobbied for Council’s support for Blacktown Netball Association to have a team in the State Competition
- Led the fight against SBS ‘alleged’ documentary called Struggle Street for its unrealistic depiction of the area that created national and international positive support for the area.
- Reintroduced the Blacktown City Games in 2007 and 2011 which resulted in hundreds of sporting and recreational events with over 250,000 entrants and spectators
Stephen Bali life experiences has allowed him to become a strong advocate for Blacktown City. Stephen in Parliament is fighting for western Sydney to deliver improvements in health, education and infrastructure to match the massive population growth.
Stephen Bali MP introduced a private members bill in 2018 to rule out energy from waste incineration process in residential areas and called for a moratorium to set world's best practices. The then Government voted down the Bill and then changed environment policy that reflects the original private member's bill.
Stephen together with the community fought for over a decade for Doonside Station upgrades which is currently being undertaken.
Stephen strives to advocate for quality services and infrastructure to provide the best opportunities in life for local residents.
